A desburocratização da junta comercial do estado do Ceará: um estudo empírico sobre impactos causados pela Pandemia da Covid-19.
Resumo
This work investigates the measures adopted by the Commercial Board of Ceará and
its efficiency to reduce bureaucracy in public registry services in view of the COVID-19
pandemic. The methodology used is a qualitative approach, being an empirical study
type, in which interviews were conducted with the current president of JUCEC, Carolina
Monteiro, and with lawyers who need the work provided by the autarchy. Furthermore,
the relevance of this work is due to the great need for technological advances and less
bureaucracy in the registration processes in the Board of Trade in view of the great
surge in health and the economic crisis that we are going through. Thus, it is extremely
important that the Board of Trade of Ceará find solutions to bureaucratic problems, in
order to facilitate the taxpayer-citizen, in addition to bringing greater legal certainty and
reliability for both parties. With the empirical study based on interviews and research
on current legislation dealing with the most diverse issues relevant to this work, the
result obtained was that JUCEC reduced bureaucracy efficiently and effectively during
the period of the pandemic, thus making the faster and safer filing process for the
taxpayer and the municipality. And that its actions to modernize the system and
implement techniques for reducing bureaucracy, begun years before this health crisis,
made it easier to face the problems caused by COVID-19.
