The present work presents steps in the investigative process of possible
embezzlement of public funds in health during the Covid-19 pandemic, specifically in
relation to federal resources destined for Brazilian states and municipalities. During the
course, the flexibilities occurred in the bidding rules are discussed to make the process
more agile in search of saving lives. This is an explanatory research that seeks to
investigate possible misconduct by public and private agents. The general objective of
the research was to analyze the civil and criminal liability in case of possible
confirmation of these deviations and what damages are caused to society due to these
illegal conducts. We looked for the roots of corruption and its history over the last few
decades in the country. It has been proven that corruption in the political sphere is the
basis for all corruptive acts that haunt the development of Brazil in all economic and
social areas. The main base tool of the research was the parliamentary CPI established
to investigate the facts and complaints. It is concluded that there have been illicit
conducts that deserve to be investigated and analyzed by the authorities so that society
can be satisfied about the countless lives lost that could have been saved if there had
been responsible management at the time of crisis.
