Abstract

This study focuses on the challenging and opportunity-laden dynamics surrounding the interaction between innovation and regulation, with a specific focus on the Federal University of Ceará (UFC). In a world where innovation plays a vital role in the economy and society, striking a balance between fostering creativity and complying with regulations poses a significant challenge. This research adopts UFC as a case study, exploring how the institution navigates this intricate relationship and examining the challenges faced by startups incubated in its Technological Park. We analyze innovation strategies, necessary adaptations to meet regulations, and, most importantly, the opportunities that arise when innovation and regulatory compliance intertwine. Furthermore, this study identifies best practices in collaboration between universities and startups, emphasizing the importance of a regulatory environment that fosters innovation. These findings contribute to a deeper understanding of how UFC and other higher education institutions can maximize their innovative capacity, while entrepreneurs can learn to overcome regulatory barriers in pursuit of market opportunities. In a constantly evolving world where innovation is key to progress, the research underscores the importance of balancing creativity with compliance, resulting in significant benefits for society and economic development.
