Through a comparative study it was possible to present and compare the Brazilian
Penitentiary System and the Canadian Penitentiary System. Among the numerous
problems in the Brazilian prison system, we sought to understand the process of
resocialization of Canadian ex-convicts so that the best practices could be presented
and put into practice in the Brazilian penitentiary system. Through this study, it was
possible to know the rehabilitation programs used in an NGO in Ottawa (Canada) and
to know the rehabilitation programs Mãos que construct used by CISPE (Coordination
of Social Inclusion of Prisoners and Egress) in Ceará. In this way, the main differences
in the studied rehabilitation programs were identified, seeking new application
techniques for the State of Ceará. The study was carried out through a bibliographic
survey, mainly with information referring to the SAP - CE (Secretariat of Administration
of Penitentiaries of Ceará) and also from the CSC (Correctional Service of Canada),
the body responsible for the execution of prison sentences in Canada. . Due to the
socio-economic differences between Brazil and Canada, and due to the cultural
difference itself, it is possible that the methodology used for the management of
resocialization are different, and it is important to analyze the extent to which it is
possible to insert a method of resocialization from another country in a Brazilian
penitentiary. It was seen that in the NGO Ottawan, there is a practice of seeking to
guide the egress in what must be done so that he can get his replacement in the job
market, that is, the egress himself seeks his replacement. While in Brazil, the NGO in
the Mãos que Construem project developed by SAP – CE, seeks to allocate graduates
in job vacancies with partner companies.
