O conselho tutelar e sua atuação na garantia dos direitos fundamentais de crianças e adolescentes: uma análise dos casos do conselho tutelar IV de Fortaleza-Ce.

Abstract

Situations of violations of the rights of children and adolescents are constant and numerous, therefore, the present study investigated the reality of the care provided at the Tutelary Council IV, in Fortaleza, which covers 18 neighborhoods. Data from the Information System for Childhood and Adolescence - SIPIA of the Tutelary Council IV, comprised between 2021 and 2022, were analyzed. As for the research method, bibliographical and documentary sources were initially used in order to promote an initial understanding of the theme and afterwards, information was collected on the main violators and violated, places where violations occur, comparison between violation and HDI and similar. So that, at first, the collected data were observed individually and later statistically. The discussions developed enabled the construction of a mapping of the location where the guardianship counselors work and the construction of parameters that allow an analysis of the performance of the executive's public agents on the effectiveness of the aforementioned in terms of the rights of children and adolescents under them competence.
